On Friday, Dec. 4, Kansas Grain and Feed Association (KGFA) organized a coalition of 14 agriculture-related organizations and led efforts of sending a letter to Governor Laura Kelly and Kansas Secretary of Agriculture Mike Beam emphasizing prioritizing distribution of COVID-19 vaccines among agricultural employees. The National Academies of Science (NAS) and the Centers for Disease Control (CDC) independently determined front line agricultural workers are essential to the economy and recommended prioritizing these workers behind health care professionals and other vulnerable individuals. The U.S. Department of Transportation’s Federal Motor Carrier Safety Administration (FMCSA) released an interim final rule on the definition of agricultural commodity for use in determining which agricultural products are eligible to be hauled under the agricultural exemption to the hours-of-service (HOS) rules for truck drivers. Because of the agricultural exemption, HOS regulations do not apply to the transportation of agricultural commodities by truck drivers operating completely within the 150 air-mile radius. Governor Laura Kelly has announced several new plans to combat the spike in COVID-19 cases, among them a statewide face-covering protocol. The U.S. Department of Transportation’s Federal Motor Carrier Safety Administration (FMCSA) is proposing to create a pilot program to allow truck drivers aged 18-20 to drive across state lines. Kansas Grain and Feed Association has received updated guidance from the Kansas Department of Transportation (KDOT) and the Kansas Highway Patrol (KHP) regarding the COVID-19 truck weight exemption set forth in Governor Laura Kelly’s Executive Order 20-65. The exemption allows for a 10 percent weight waiver (up to 90,000 pounds) on trucks hauling essential goods for direct relief of the COVID-19 pandemic. Paul W. Dalke, age 69, of Grove, OK passed peacefully from this earth on Thursday, October 15, 2020 at his home surrounded by his family. The Kansas Department of Transportation (KDOT) had recently proposed a new regulation (KAR 36-43-1) requiring mandatory minimum crew sizes for rail transport. KDOT had submitted this proposed regulation to the Kansas Attorney General’s office for their required review.
